Dubai Electricity & Water Authority (DEWA) has appointed a consortium of companies including Ernst & Young (E&Y), CMS, and WSP as advisors on the Hassyan’s Sea Water Reverse Osmosis (SWRO) Project to produce 120 million imperial gallons per day (MIGD).
The project is DEWA’s first Independent Water Producer model (IWP) project.
DEWA adopted the IWP system for the Hassyan desalination plant following the success of the Independent Power Producer (IPP) model at the Mohammed bin Rashid Al Maktoum Solar Park projects.
The SWRO project is expected to commence production in 2023.The SWRO desalination plant will use the most efficient, proven and reliable state-of-the art technology available at the mark.
The plant will supply the DEWA water transmission network to ensure sustainable supply.
Advisory services provided by the consortium include reviewing existing UAE legislation and regulatory framework, IWP Developer tender document preparation, soliciting development and investment market interest, financial model development, IWP Developer tender submission management and evaluation, development of supplemental agreements, commercial negotiation, concluding a water purchase agreement, and financial closure with the developer.
The scope also includes the preparation of a project marketing plan, participating in marketing activities, local and international roadshows, workshops, and the provision of training for the IWP concept.
"We are building production plants based on Reverse Osmosis (RO) which requires less energy than that Multi-stage flash distillation (MSF) based plants, making it a more sustainable choice for water desalination,” said Saeed Mohammed Al Tayer, MD & CEO of DEWA.
“DEWA is currently desalinating water through the joint production of energy and water using efficient MSF distillation technology, which depends on waste heat created by the production of electricity for water desalination. DEWA also uses RO to desalinate water, a proven technology that is also used around the world, to absorb a considerable amount of generated power by clean energy,” added Al Tayer.
