Kuwait calls for EOIs for solar power plant
Ministry of Electricity and Water tenders for Al Abdaliyah project.
Kuwait’s Partnerships Technical Bureau (PTB) in collaboration with the Ministry of Electricity and Water (MEW) have issued requests for Expression of Interest (EOI) for the Al Abdaliyah Integrated Solar Combined Cycle Project.
Developers have been asked to respond to the EOI by 23 July 2014.
The project involves developing an integrated solar combined cycle plant to generate power with a capacity of 280 MW on a build, own, operate and transfer basis (project).
The solar contribution will be equivalent to 60 MW. The project is located in Abdaliyah, south west of Kuwait, with a plot area of 2 km2.
The project was initiated as an unsolicited proposal submitted by Toyota Tsusho Corporation. Pursuant to Law 7/2008 (PPP Law), as the original proposer of the project, Toyota Tsusho Corporation is granted up to a five per cent commercial advantage over other bidders in terms of its bid evaluation scores.
The project will be set up as a joint stock Kuwaiti company which will build, operate, and transfer the power generation facility for an investment period of 25 years in accordance with the PPP Law and its respective bylaws and guidelines.
The project company will be responsible for the financing, design, procurement, construction, operation and maintenance of the new power generation plant and will sign an energy conversion and power purchase agreement (ECPA) with the Ministry of Electricity and Water.
Interested developers/investors are required to submit their EOI letter to the PTB by email and a formal letter no later than 12:00 pm on the 23 July 20014 at the following address:
