Empower wins $204mn Dubai Design District job
TECOM awards district cooling contract for d3 creative hub.
Empower has clinched a contract with parent company TECOM Investments to provide district cooling for the Dubai Design District (d3) project.
The first phase will begin in the fourth quarter of this year with a capacity of 10,000 Refrigeration Tonnes (RT) and eventually ramp up to 120,000 RT.
Empower will build two plants, which will include thermal storage and will use TSE (Treated Sewage Effluent), at a total cost of AED 750 mn ($204mn)
The project, which will be funded from its own balance sheet, will boost Empower's portfolio by 12%.
Located close to Downtown Dubai and Business Bay, d3 will be a creative hub with spaces for art, fashion and luxury outlets.

“d3 is aimed at being the most attractive and smart urban space in the world, through its strategic location, design and infrastructure making the area the creative flag carrier of this rapidly growing city,” said Dr. Amina Al Rustamani, group CEO of TECOM Investments.
Empower is a joint venture between Dubai Electricity and Water Authority (DEWA) and TECOM Investments.
