Kuwait’s Ministry of Electricity and Water (MEW) has been lobbying other ministries and authorities to help it prevent expatriates from leaving the country without proving they have paid their energy bills, reports the Al-Shahid daily.

The MEW is hoping to gain the support of the government to implement a proposal which would require expatriates to gain clearance from the ministry before departing from the country, the paper quotes sources in the ministry. It took this step after realising that many expatriates left without paying their bills, the sources added.
